Lets just say a laptop has a hard drive that has been completely wiped clean of all memory using the 5220 22-M method. (Some department of defense method) It has no operating system but has everything else (motherboard, ram, cleared hard drive, etc.). How would somebody download an operating system into the laptop? Would i have to play around in the BIOS to make sure all the computer parts are working at full potential?(For example is the front bus speed running at its highest potential or is all the ram being used, etc.) So pretty much is there anything extra that I would have to do to ensure that the laptop works fine?

Ps: I'm fairly decent with computers but no expert so please tell me right away if the process mentioned is complicated.

Thanks:)
