I would have to vote for the Quarter horse. I ran WHSR for all four years. A Quarter horse is going to be very sturdy and quick. If you a women, you can compete in Barrels, Poles, Goat Tying, Team Roping, Cutting and the Queen Contest. If you a man you compete in Bulls, Saddle Broncs, Bareback, team roping, Calf Roping, Bulldogging (steer wrestling). Good luck. If you search High School Rodeo I'm sure you'll find alot of info. maybe a quarter horse.. it depends what you want to do in high school rodeos. if you tell me what you want to do in them im sure i can tell you what kind of horses would be the best!!
