  1. I have never heard of an OceanCard in Cuba. It seems to be a Mexican company ........doesn't sound trustful to me , don't know.

If you want to use this service look for this signs :

Do they use a secured server , this you can check when there's an  " s " appearing in the webaddress when you start the money processing . for example

    https://www.oceancard.com ( the s means secured site)

When they have this s , there must be also a logo of the

securing company , for example : secured by Verisign + logo

Click on the logo there must some where appear a certificate check this certificate , does it states the company's name is the date of issuing still valid ??

When you proceed only pay with a Visacard , so you can put in a claim when something goes wrong.

The best known card in Cuba is the TRANSCARD

    http://www.transcardinter.com

    or http://www.duales.com

    Both are trusted Canadian companies.

Charges range from 10-20% this because the amounts sent are small  50-500 US$ and the transfer cost for 50 $ is almost the same as for 5000 $ .

If you plan to send money on a regular base , the best and cheapest way is to open a bank account in a Cuban bank and to send the money straight to the beneficiary

  2. I have heard about it and from what I know it SEEMS to be legitimate. However, Western Union will be a safe mode of wiring money and will FOR SURE arrive safely to whomever you are sending it to in Cuba.

Transcard and Duales are your safest bets as well.

Don't send in USD form or else there would be a tax of about 21% when you buy the CUC with USD cash, any other currency is a charge about 11% tax.
