I bought a set of Hiaat speedcuffs the other day, by law they have to have there serial number removed, and question is, is it legal to carry them on the streets of england?

Can you please explain what Hiaat speedcuffs are and why would you wish to carry them on the streets of England?  You know, I cannot imagine anyone doing this .....  and the Police would be fascinated, I am sure, to know that they are purely to assist you in making a citizens arrest. I am sure that you would be violating the law or even human rights by carrying these with such intent.


  2. yes its perfectly legal to carry them, however using them without proper training and certification is a surefire recipe for an assault charge and the sure-to-follow compensation claim against you, the law states that you may only use &#039;reasonable force&#039; to effect an arrest and prevent the escape of a suspect and unless the suspect is struggling violently courts would deem the use of handcuffs to be excessive force in 9 out of 10 cases. Even the police dont always handcuff suspects. I have my old handcuffs here and I work in a job where I may need them but I still leave them at home

    Who on earth told you they have to have the serial number removed?

  4. There is no law against carrying them, however there are regulations governing the use of them. I cannot see why anyone would want to carry handcuffs and if I stopped someone in the street with them without a reasonable excuse, they would be stood with me for a long time until I satisfied myself that they were a genuine person.

  5. If you do try and make a citizens arrest the chances are the suspect wont take to kindly to this and will give you a good hiding.

    We have other things to protect us like batons, CS, stab vests etc.

    Like previously stated be a good witness and let us do the arresting, there could be times when you need to step in but you must risk asses everything, you don&#039;t want to end up being a casualty.

    As for the serial numbers some forces issue you with cuffs with a serial number on them so that you know they are yours and some dont, in the met mine were numbered but where I work now they are not.

    They are legal to carry as they are not an offensive weapon,however  they could fall into the going equipped section of law dependant on what they were being carried for.

There is no offence commited in carrying handcuffs in the UK in public as far as i understand, i am sure my collagues on here will correct me if i am incorrect, hence why security guards at Alton towers and in some stores etc carry them, however if the said security guard were to use them in a arrest and they were not trained nor were the handcuffs provided by there company and they injuried the suspect then that guard could be liable to a civil injury court claim if the offender were to pursue it.

    Althought not a offence if you were to use them as a weapon or use them too assualt someone then are offences.

    If you injure a person in making a citizens arrest  and its quite easy to do if you do not apply a safe handcuffing technique or have not have the training, then they would be in a position to take you to a claims court.

    Leave the arresting to us, i would suggest you would be more valuable acting as a witness if you see a crime in progress by calling us at the time keeping us updated to we got there of the offenders whereabouts or actions if its safe to do so.
