Let them play with cooked spaghetti obviously not hot or cold beans they love feeling all the different textures plus its not harmful when they eat it.  Messy but fun to watch.

Playing with blocks or making ornaments for christmas trees out of  foam balls and finger paint. what you do is combine two foam balls together with glue. AFter that give them the balls to paint with non-toxic finger paint. After they paint it, put two eyeballs on the top, and you have a snow man!

Or you can make cookies and have the kids decorate them.

Try looking in family magazine or doing a search on the internet.

Just drawing with crayons can be alot of fun for kids still in the high chair.  Hope this helps!
