High honor roll vs. honor roll

which one is better? because high honor roll sounds better, but there are so many more people on high honor than on regular honor at my school

It's the same way at my school, but that's because honor roll is only 85-90 whereas high honor is twice that, from 90-100, so naturally more students will be on it.
