Yep, as far as I know, the only country where it is specifically stated that it is not allowed is Germany. Mind you, that doesn't mean it is easy or encouraged in other countries just that if you're determined, stubborn and somewhat bloodyminded...

hslda.org has info on that according to them Germany is the only country in the EU where it is illegal

They have listed many countries in the world that are working on making home schooling a educational option.
