  3. As far as  know cars are made pretty standard.  The computer will adjust for the climate. If a manufacturer were to make a car for a cold climate and the driver moves to a warm climate then the car would be less economical at the new climate.  You can get packages and accessories from the factory for your needs, for example heated seats, mirror and steering wheel can be ordered as a cold weather package.  You don't see too many of those in Hawaii, where you are much more likely to find cooled seats.  But most engines and computers are standard.

Yeah it is true.  The tires are different in different areas of the world and also the thickness,type, and color of paint.(the thicker the paint the more hot air stays in, the lighter the color less solar heat is absorbed, and there are different types of paint that have to do with climate and snow or rain that that region gets.

Regional differences have less to do with cosmetic differences and more with engine components.  Cold weather packages are more likely to have engine core heaters, for example, that you can plug in to keep your engine block warm overnight so it will start easily in the morning, heated seats and mirrors (fast becoming standard on all premium models).

    Tropical packages might include different air filters (largely for desert use), beefier cooling arrangements, and possibly even different tires.  These are lesson common on passenger cars than cold weather packages.

    Given improved computer controls, and greater use of electrical accessories, even these distinctions are diminishing.  Onboard computers automatically compensate for a wide variety of conditions with regard to air and fuel flow, and thse computers are integral to even the cheapest of today's cars.
