When I am President again means that during the tenure of Bill Clinton, Hillary Clinton was the voice behind the decisions of the current President at that time as the saying goes, "In every success of a man there is a woman behind".

You silly, silly person. The "again" refers not to her being President before (as she obviously was not) but to her fighting AGAIN when she is President for the reforms the interview was about.
