Hiring Managers: Do Chronological or Competency based resume catch your interest the most?

I need to revamp my resume. Any tips on which resumes make it to the top of the list.

Is it the cover letter, resume (contents or layout) ?

for me the initial eye-catcher is layout-it is pleasing to look at in terms of format, white spaces, bolding as appropriate, etc.

after that, i don't care about how they present the info-i look at the quality and relevance of it, but a nice looking resume is what draws me to pull it out of the stack initially.
