    Now if they were selling weapons to any nation that wanted to buy them that would be a different matter.

  3. D. It means that the neutral nation is trying to tilt the war away from the strong warring nation towards the weaker one. That means that they want the weaker nation to win and they are no longer neutral.

  12. I think you can reason this one out.  Which one of the choices (in itself) helps one or more of the warring nations but not all of them?  It might help if you consider that you have two friends fighting and you don't want to pick a side.
