  2. (I'm fairly sure he started the Peace Corps,) but a less commonly known program is VISTA (Volunteers In Service To America). VISTA is closer to your description.

    They're both still around, along with AmeriCorps, JobCorps and SeniorCorps. They each have their target audiences and goals.
