History of EIA in Canada?

Question

Can someone please point me to a website (or two) on the history of environmental impact analysis in Canada? The CEAA website doesn't have much in the way of history and I can't for the life of me narrow down my internet search results. BTW I'm not from from Canada so I don't have the usual book references. Thanks so much.

The later is the full text of the Canadian Environmental Assesment Act. All I can tell you is that it was enacted by the Canadian Government in 1992. I couldn't find much for history, sorry.
