history is like from 1700 how was special children called n treated and also father of special education

  1. Busing. There was a landmark case in Denver Colorado in the late 60's-early 70's where it was decided that public schools would be responsible for the education of all children. This included disabled children. The case was Keyes vs Board of Education, brought by Wilfred C. Keyes who asked a simple question "Why can my daughter not go to the local school  down the street, and must be bussed to an all black school." The question was answered in that all children would be bussed. Private schools that provided much needed educational opportunities were in general put out of business because of funding. Public schools have never been able to bridge the gap except to label some students as special education students, they then receive more money for such students but still can't deliver the quality of services that were once provided by private facilities.
