  1. No just make a police report from home, they will make his insurance pay you for the damages in the mean time go get insurance you can get most insurance online.

  2. Hate to throw a wrench in your wheels, but the other party probably ran because they didn't have insurance.  You need to file a police report (felony hit & run), let them find out who the other party is.  If there's no insurance, the only option you have is small claims court or a civil suit.  In answer to your question in regards to insurance coverage....the only way the DMV finds out is if you file a SR-1 (in CA, for damages over $750). You may get cited by the police department, so you definitely have a decision to make.

  3. It would be less expensive to just take the hit and pay out of pocket for the damage to your car. Otherwise if you notify the authorities of what happend you might be looking at a suspended driver's license and they will require you to carry SR-22 insurance that will cost double that of normal insurance that you'll have to carry it for a minimum of three years

  4. Call the police and file  report if you want to get paid by the other driver's insurance.

There is a chance that the DMV will suspend your driver's license, but usually it is only to make sure you get insurance.

  5. I wish you would have been able to carry insurance.  First notify the police.  Most states have an on-line form you can submit or actually go to the station to fill the form out..Bring with you photos of your car, the address of the place the accident happened and the plate and vehicle description of the other car.  Once the police report is written usually 7-10 days start the small claim process..You will generally need to write the person (owner) a certified letter (found on the PR hopefully if the plates were right).  The letter should say they were involved in an accident where they were negligent in stopping to provide insurance info and failing to remain at the scene.  Have some estimates taken and provide them with the average of your damages and a contact address for you...(!!!GET A PO BOX!!) Your actual info is generally open records so if they want to they can work to get it.  Wait usually 7-10 days and send them a notice of court appointment letter for small claims..Get with you local jurisdiction and prepare for small claims court.  Bring in all your proof and attempts and the next steps are  up to the judge and the other persons willingness to pay or be present.  Hopefully they will show, MOST LIKELY it will be a wash for you and your damages.  They were not responsible enough to stop not likely responsible enough to care.  :(
