Hmm no Prepaid Ballot Envelope ??

Question

After filling out the ballot for the first time, i place it in the included envelope only to find out "place stamp here" ??

Granted, 41c stamp is not a big deal but why doesnt it come with a prepaid envelope?

It is our constitional rights to vote but why the price tag?

I haven't try to send the ballot without stamp so i dont know whether it will be sent or not.

Can anyone enlighten me on the this subject?

I am assuming this is an absentee ballot.  A ballot does not need to be mailed, but can be delivered by hand or in many other ways, so there is no prepaid envelope furnished.  Remember that as a citizen, it is also your right to pay for everything.

P.S. As of Monday, May 12, postage is 42 cents.
