I suggest you use an image manipulation program called GIMP (Gnu Image Manipulation Program). Its a bit similar to Adobe Photoshop but its free for download and use. You can download it for free from the internet, just Google for 'GIMP'. Don't worry if you have no experience in handling the program, there's plenty of step by step and easy tutorials on the net for GIMP, its an open source program, so many people and friends contributed their knowledge for others who willing to learn new things in their life. If you're doing html just put border=1 after the image url inside the quotations.

Open the image in "Paint" or another similar program. Then you can edit it however you like. For example, you can find a frame on the Internet, copy and paste it, and make it fit around the image. Just play around with whichever program you decide to use. You can figure it out eventually.
