A Pee Wee team has a Head Coach and one Assistant on the players' bench. During the first period the Head Coach is assessed a Game Misconduct penalty. During the third period the team reaches 15 penalties. The original Head Coach is now suspended for two games.

  1. The referee does not decide suspensions, the league does.  He only fills in a game incident report.  A GM in the last 10 minutes requires a one game suspension at least, but that is not your scenario.

It would not be unusual for a coach to get 2 games for a GM, especially if he is a repeat offender.

The number of penalties in the third period may have a bearing on the leagues decision as evidence that the coach' behaviour is setting a bad example for the players.
