I think you just have to pass a drug test to get the job, you don't have to do monthly.

Just try to stay away from drugs, they can get you into trouble, but to answer your question, most likely they will not test you, applications usually say that to stray you away from applying. If you're a good worker then they probably won't even waste time to test you. Not to say, it also cost alot of money for them to do that.
