  1. I think not, sorry.  The person who did the work, did the work.  Just think how you would feel if it was you and then the person did not want to pay you.  Could she pay it off a little at a time?  Would they make an arrangement?

  2. To be honest your mother has behaved badly and unfairly to the estate agent. However your best course of action is to put the house back on the market. Nobody is buying anyway and your mother can always reject any (pathetic) offers. The way things are going your estate agent will go out of business and your mum will never be liable for the charge.

HIPS are the biggest rip off that the Labour Governmenat have ever sanctioned. A man with a stupid beard spent 15 mins at my house asked me a few questions (which I completely mis informed him about) and charged £450.( free from estate agent) Estate agents use this free HIPS thing to seduce you into selling.

  3. I presume if you have signed a contract then no. You could however check the HIP to see if it is done to standard by checking the HIP guidelines and if it is missing key information then open up this dispute. If its any consolation they do last for 12 months and in the future you can use your HIP to do your own. This is perfectly legal but time consuming. Where as now you will have a head start. and therefore never have to buy one again.
