Home schooling illegal in Spain and Hong Kong?

I have read that home schooling is illegal in Hong Kong? Does anyone know for sure if that is right? How about in Spain? I am planning to do home schooling and it might be while we live in Spain and later on we move to Hong Kong.

  2. Homeschooling is legal in Spain. A parent's right to homeschool is protected both under Article 27, Section 1 of the Spanish Constitution and within the European Charter on Human Rights.

    As for Hong Kong, homeschooling is illegal at least for HK citizens (implementation of the law seems a lot vaguer in regard to non- HK citizens). Most homeschoolers in Hong Kong get around the law though by registering with an umbrella school. Currently the most popular homeschooling programme amongst the ex-pat community (made up predominantly of families from Australia, the USA, UK and Canada) in Hong Kong seems to be the one run by the Adventist College in Clearwater Bay.

  3. I'm from HK. That's true, home schooling is not allowed in HK for the kids who between 5-6 years old  (we call this Primary School grade 1 = grade 1 in US) and 13-14 years old (Secondary School year 3 = grade 9 in US).  The parent will be sued if they violated this law.

    btw, for these 9 years, HK government responsible for the fee of  education for the permanent residents.

  4. The only place I know of where homeschooling is actually illegal is Germany.   .
