Home schooling in singapore?

I have a daughter who is going to primary one next year. She is very timid, slow in her written and oral skills. Currently, she has been undergoing occupational therapy. I am thinking of home schooling for her. Can anybody advise on the details of home schooling? How to get exemption from MOE?
