what could i get for my bike under 100.00$ that would increase horsepower and performence besides a air filter i have a 2004 honda crf150f

Try new valve stem caps. Also high performance hand grips. Also try a pair of raccoon tails on your handle bars.

The two best places for 150F aftermarket performance are BBR and Powroll. I'll include the links below. Just look around and see what you can afford right now. Don't expect too much power out of that bike without spending a bunch of money. They are very fun bikes though.

The best thing you could do to make the bike run better is find a very good mechanic who specialises in 4 strokes as having the bike set up correctly will make a big difference.  For tighter tracks you could could put a bigger rear sprocket on it.  And a after market pipe possibly procircuit would give extra power.
