The Dolphins of last year had by far the worst offense between the two.  Kyle Orton was announced as the starter today and for some strange reason people forget that in his rookie season he had a 10-5 record , and he won the last two starts last year (that gives him a career record of 12-8 not great, but not bad either).  And while he may have more INT's then Touchdowns in his career remember 2005 was his rookie year (and how many quarterbacks can you name who threw for more TD's then INT's in their rookie years I can only think of a few and none in the last 10 years) he now knows the offense better and is more efficient, as far as the offense of line goes they will be improved with more depth and another year under their belts, Matt Forte is really going to surprise some people this year, the Bears weak point is by far at WR (they're all unknown).  The Bears may be able to compete in the NFC north if they can move the ball, at the worst I don't expect the Bears to finish more then 1 game under .500.

The Dolphins in contrast last year really only had a one good thing going for them, depth at running back (and even that went bad when Ronnie Brown got hurt), horrible QB play, the only wideout they had who was producing they traded to San Diego, bad tight end play and overall just a bad year.  While there has been a sufficient increase in the talent level, there hasn't been enough and I would expect Miami to win no more then 6 games this season (and that may be stretching it)

The Bears.  Miami's offense was inconsitent.  Chicago's is nonexistent.

Don't underestimate the pathietic offense that is Brodie Croyle and the Kansas City Chiefs.  Due to them having one of the worst o-lines in the NFL and being a poor passing team, if LJ get hurt that offense will grind to a halt.

well bears offense have not even taken the field yet so its hard to tell. but im sure the bears offense will help there team win more then onee game this year. so i would say miami of last year has a the worst offense. but u also forgot to mention my team. the niners lol

Flip a coin. I am sure either way the answer is right. It's almost impossible to "outsuck" in this situation. Sorry to anyone who has to be a fan of either team this year.
