Hookah smoking lounge?

I would like to open a hookah "Tobacco" smoking lounge in Vermont. I know you cannot smoke inside bars, restaurants, or any other work place/food place at that matter. I would however like to know if i opened a tobacco smoking lounge strictly for hookah would that be legal? meaning any person/persons who enter would be aware by signs at the door its strictly a hookah smoking lounge. If anyone knows of a site or just personaly know the answer please let me know. I currently live in NC where it is legal and ive been to a few lounges and thats how i got the idea of the lounge. If i cant open this lounge i will probably not move back to vermont. thank you. also please only serious and truthful answers only.

There are several Hookah Lounges in Louisville, KY formerly the smoking capital of the world and home of Phillip-Morris.  They are used as unregulated pot smoking venues.  Since they are not bars they are not watched by Alcoholic Beverage Control agents or police.  They start out as places to use or buy hookahs and smoke vegetative materials but as soon as the lights go down the pot comes out and the buzz is off and running.  It is only a matter of time before the law wises up but the gears of justice grind slowly and if you hurry you can get into business just in time to get busted.

I am sure that since Vermont is about the same size as Louisville it will take just about the same time for you to get into business and jail.

I'm from Vermont and I'm positive this is legal. On Church Street there's a little tea place called Dobra, and they offer hookah smoking (18 years old and above of course). People would be very accepting of a Hookah lounge, especially college students and older high schoolers. It's something that's very "in" right now and fun to do socially. I'd do some research before opening a lounge. There are some very nice hookah places in Montreal that seem to be successful. My biggest advice would be to open it around the downtown area.
