Hoover Vacuum not working - Dust Manager Cyclonic...

I purchased this cleaner from Argos,Uk, and now live in NZ - how do I get it replaced as I think it is faulty - having never operated properly since I bought in April 2007It blows out dust and now has stopped operating completely
