Hoover Windtunnel Bagless bolt fell off

Question

My one month old Hoover Windtunnel Bagless vacuum started making this loud awful sound then started smelling. After unscrewing the four screws over the roller I found a bolt that fell off the wheel holding the thick belt. The belt was split and the plastic was melted. I can't figure out how to put the bolt back on. The angle is wrong and I cant get my fingers or any tool in there to put it back on. Help.
