Hoover steam cleaner #5915-900. Assembly instructions say to listen for click..

when squeezing the trigger & clean surge buttons, but we don't hear the click. Return it? Finish putting it together anyway and use it? What would you do? I'm pretty annoyed at Hoover for brushing us off by telling us to go to a service dept when I just bought the danged thing!
