  1. probably the north and part of the middle of italy

  2. What do you consider "not-so-cold"? The average high temperature in Venice is 12 degrees C (54 degrees F) in March - warmer at the end of the month, cooler early in the month. The weather here in northern Italy can be variable in March. There will be some days with rain, but it's usually fairly nice and there's less precipitation in March than most other months. It will be somewhat warmer as you go south. Florence, Rome and Naples average 15 degrees C in March (59 degrees F). Rome averages 19 degrees C.

It won't be hot, but the weather is likely to be reasonable in mid-March in the major tourist areas.
