Horcrux's contribution to speaking Parseltongue?

In the Deathly Hallows, Voldemort's horcrux got removed from Harry's scar. However, before that, due to having that part of Voldemort in him, he can speak Parseltongue. Once it was removed, though, he cannot continue to speak Parseltongue, can he?

  1. You're right, no more Parseltongue for Harry. If he was related to Slytherin by blood, then he would be able to, but since he was a Horcrux of Voldemort, his power would be gone with Voldemort's soul.
