Horse seizure notice?

i have a friend who had her horse taken off her. when they took the horse off her field no seizure notice was given untill a week later should the seizure notice have been given to her straight away and not a week later it was the rspca who took the horse.

  1. What does it matter? If the RSPCA took it then they must have been concerned for it's welfare; if it comes down to a choice between doing things in the correct bureaucratic manner or doing things in the way that is best for the horse's health then surely there is no question.


  2. The RSPCA would only take the horse if it was being neglected. Who cares when a seizure notice should be served. They most probably acted as soon as they were told of the situation.
