in a horse show what does pre short stirrup mean?

Pre-short stirrup comes right before short stirrup which is usually 18''. Pre short is usally like small crossrails, or maybe small verticals set at like 12''. But can be trotted or cantered in the over fences classes, and your required to canter in the under saddle class.
