Horses on the sidewalk?

I was walking my dog earlier and we took the pedestrian route, using the sidewalk. Some woman was riding her horse in the opposite direction, on the sidewalk, along with a couple of her friends.

I probably would have let this question pass except that she told me to "get off of the sidewalk" because my dog was apparently scaring her horse by sitting down.

Who has the right of way? Was she even supposed to be riding on the sidewalk? I couldn't find this topic under my city's laws. Thanks in advance.

    Horses belong on the horse trails designed for them and people belong on the sidewalks where I live.....


  2. wow that's messed up and first of all you both have the right of way...but it depends where she was riding her horse and what state you live in...

Local municipal ordinances dictate priority.  You might be surprised at what you learn about your local community.  More often than not, where horses are ridden, they are to take the sidewalks and have the right-of-way.  You and the doggie are probably the loser on this one.  Check with your local Clerk of Court.

    Most responsible riders will take the time to learn where they can ride prior to launch.  This keeps the horse and the general community safe.  If your dog for some reason spooks that skittish horse, the problem could be rather large.  It is better that you just step aside and let them pass.  You'll be the bigger person in the long run.
