Hot Water Heater. I just replaced my hot water heater a week ago and now the water is lukewarm.

I just replaced my hot water heater a week ago and now the water is lukewarm. There are no leaks outside of the tank, and the pilot light is on. The constant sound that I hear is the tank filling up with water like after the toilet has been flushed or the washing machine is in use.
