Hot air balloons are limited by the amount of fuel they can carry.  Although they can drift for hours on the currents of air the heated air inside the balloon has to be re-heated.  With out any real steering mechanism they are at the mercy of wind currents and weather. Going up and coming down (assent / decent) can be controlled with the use of ballast or the release of air from the "envelope".Since hot air balloons fly best in the cooler stiller air of the early morning, that is the time of day you are most likely to see them.  This is true especially in the American southwest where dry cool nights are usually followed by mornings with idea conditions for hot air ballooning.

It's ascent is based on Archimedes Principle, the amount of lifting force generated is proportional to the difference between the temperature of the air inside the envelope and the temperature of the air outside the envelope. In other words this will equal the to the weight of the unheated air displaced by the balloon.

    Once in air, it is at the mercy of the wind conditions.
