  1. It's a different category and class, with a PPL you already probably have Airplane - Single Engine Land; you would get added to that Lighter than Air.

Look in the Yellow Pages under "Champagne Flights" and start there.

  2. This answer is valid for US controlled airspace, or for US Citizens flying over such airspace:

It's a certificate, not a license. Hot-air balloons and gas balloons are controlled just like any other aircraft in the U.S., unless the aircraft is tiny, meets certain requirements, and is not operated over assemblies of people or in congested areas. Applicable aircraft sizes are defined in the Federal Aviation Regulations.

If you are U.S., and already have an Airman's Certificate (This is the only thing you need to fly an aircraft in the US, provided it is properly endorsed with rate & category), you will need merely to pass a written exam, meet requirements for flight training in a hot-air balloon for the level you wish (commercial vs. private), and demonstrate to an FAA representative (designee) your capabilities in a flight check.

The only differences between balloonist rating and fixed wing/rotocraft rating  are that you must swear under penalty of perjury that you are physically and mentally fit to pilot the aircraft (as opposed to having a physical performed by a medical doctor on a regular basis), and that if you have a commercial rating, you must demonstrate that you are capable of giving flight instruction. Commercially rated balloonists are flight instructors.

Jump through all the hoops and pass the tests as delineated in the FARS. My best to you. Flying is a worthwhile discipline, and can enrich your life and the lives of others.

    Gentle breezes and soft landings.
