Hot water tank replacement?

My landlord is replacing the hot water tank in my building. He first did not inform me that he was doing this and when I filled out a maintenance report I was informed why I had no hot water and that it would be 15 to 20 days till I had it again. Now first is it legal I mean I dont mind an occasional cold shower but over two weeks of cold showers its a little much. So my questions are is it legal, if not what can i do about it, and also is 15-20 days logical for a hot water tank replacement.

  1. call the board of health  it doest take 10 or 20 days for a water heater   maybe two hour to install

  2. Pool is right.  I own property, and when a water heater goes out, I get there the same day to replace it.  Well, sometimes the next day if it goes out at night, but pretty quick.

As far as the legality, it depends on where you live & local regulations.  If you live in a fair-size city, call the local building dept.  They can steer you  to the correct agency.
