Hotpoint side-by-side freezer drain freezes

Question

The freezer's freeze hole freezes causing water to run out the front - we have defrosted several times but it always refreezes

There also does not seem to be any drain pan at the bottom

ANy ideas as to what is causing the freeze ups?
