I saw this on the news today (JULY 30, 2008). But I read that it was introduced in April 2008. So why are they talking about it today??

  1. Two possibilities that I see: (1) the house committee for some reason did not forward the resolution to the senate , in the first instance, and (2) the senate may have returned the resolution to the house without comment.
