  1. yes. But do you know all the building codes. There are lots and I have seen this gone wrong because of that, ie not knowing all the rules etc.  So be care ful.

  2. Yes, you have to draw it on paper and take it to the building department. You will have to pay for the permits separately because you can actually wire and plumb most homes yourself, but the tie ins are to be done by licensed tradesmen. As long as the structial codes are met you can build away.

  3. Where I live, it's perfectly legal, and you can do 100% of the work, as long as you have all of the required inspections.

  4. Sure it is legal to build your own house.

If it is in an area with building codes, then you have to get a permit and get it inspected at various steps and comply with the rules for electrical and plumbing installation (in Dallas, a homeowner can take a test for electrical installation on their homestead and get inspection without an electrician.)

If you are out in the country, then the determining thing would be getting insurance (and perhaps a loan to cover the cost of materials) and you should talk to insurance company about fire code, wiring, and safety so you can get insurance.  If you expect to sell it, most buyers will want it inspected and the inspector will notice non-code.
