House parents income adjustments to avoid social security penalty.

My husband and I are thinking about getting jobs as house parents but my husband is only allowed to make about 13,000 a year or he gets penalized with his social security. Because house parents make a collective salary, say 40k a year per couple- 20k each per year- would it be legal to have my salary adjusted higher and his salary adjusted lower to stay under the income limit and thus, avoid the penalty?

  1. Fraud is rarely legal, I doubt you would be able to convince anyone to do that for you.
