  1. It's possible that a telephone or a phone jack is shorted, causing a permanent off-hook condition.  That would produce the symptoms you're having.  If you have a Network Interface Device (small plastic box located where the phone line enters your house), you can sometimes find a 'customer side' that you can open with a screwdriver or coin.  Inside that there is often a phone jack and a small phone plug.  If you unplug that connection, you will have disconnected all of your house inside wiring from the phone company.  Then call your home number (obviously from a cell phone or neighbors phone).  If you still get the busy indication, it is either a central office or outside plant telco problem, and you should call in a trouble ticket.  If you have a corded phone, you can sometimes plug it in to the NID and draw dial tone as well, which would be another useful test.

If you don't have, or can't find a NID, the next best thing is probably to disconnect each phone in your house from its jack.  It's fairly common to have a problem with a phone that would cause the symptom you're having, but they can't cause the problem if they're unplugged.  While you're unplugging phones and testing, don't forget any alarm devices that might connect to the phone line, or wireless phones.

Whatever you do, if you convince yourself that the problem is the telcos, you pretty much have to turn in a repair ticket and hope for the best.  If you happen to have 'inside wire maintenance' as an optional part of your phone service, they shouldn't charge you for a service call regardless of the cause.  Without said inside wire maintenance service, they will hit you with a service charge if the problem turns out to be phones or inside wire.

    Good luck!

  2. call your internet provider.

  3. this is very common. unplug everything going to your phone line. all jacks including your dsl modem. wait 5 minutes then plug only one phone back in . check for dt. if still nothing you can check the network interface box on the outside of your house by your electric meter. there is a test jack that you plug a regular corded phone into to check for dialtone. if you have dialtone at nid then trouble is in your home either with your wiring or equipment. no dialtone at box then trouble is company side and shouldn't be charge to you. call your company they can do test over phone and recommend you check what i advised or dispatch tech. sounds like a short usually found in equipment.
