Miyako's- at least 3 locations.  They have a great sushi Happy Hour 5-7, I think.  A lot of the sushi, maki, and handrolls are half price.  They usually have drink specials, too.

Most restaurant/bars or bars have happy hours where the drinks are sometimes half price and a buffet of assorted foods is laid out free of charge.

Um, most restaurants in Houston do not have happy hour menus, only lunch and dinner. Some restaurants do have a bar menu, though.
