  1. PageRank is developed by creating links from other web pages back to your site, which should be a part of your SEO. PageRank and SEO are not separate. Building PageRank is one method you employ when optimizing your site.

    The importance of PageRank becomes evident when two individuals or companies are competing within the same niche. Offering the same product, service, opportunity, etc.

    If the content of their respective webpages are more or less the same, and they are similarly optimized, the site with the higher PageRank will rank better (more consistently) than the other.

    If you have a website or blog, you should definitely be building your link popularity. If someone tells you that PageRank is not important, then don't listen to anything else he/she says after that. It'll most likely be BS.

There is no parameter between page rank and seo performance, there are sites which have the same title, meta descriptions and tags for all the pages, but the domain name is a old name, it will have , for example page 5, but when the same site is optimized, due to the page rank the SEO will have superlative effect.
