How 2 get rid of that fatty bit at the bottom of my tummy?

How can i get that fatty bulge just below my belly button. I want a really flat nice stomach but i can't seem to get rid of it. I also have really big arms, they are not really flubby but just big, how can i make them smaller to. xx Oh im 20 and a girl

have you had children?  my wife has the same problem, but she nearly 40 and a mother of two, not counting me. :)  She works out and everything, but I guess her skin is just stretched out from having kids.  dont know, shes though about a tummy tuck.
