  1. yes that will work

  2. Hello; yes, that set-up sounds like it will be perfect for a Leopard Gecko; especially when used in combination with a thermostat in order to keep the heat-mat from getting too hot. I have heard nothing but good reviews about the Repti-Glo bulbs; though I personally haven't used them myself. A quick tip; though: they are full spectrum bulbs and with Leopard Geckos being nocturnal; it is especially important to provide your Leopard Gecko with plenty of hides and ways to avoid the light should your Gecko feel the need.

Here is a incredibly comprehensive care sheet on Leopard Geckos that discusses keeping them with UV lighting:

And here is some more information on Repti-Glo bulbs:

I hope this helps, and if you have any further questions at all on the subject; please feel free to message me and I will be more than happy to assist you. :)

Good luck with your Leopard Gecko!

  3. Should be, the awesome thing about leopard geckos is that they don't need UV lights (unless that is what the repti-glow bulb is) because they are nocturnal. Any kind of light with a cover would be ok.
