Presuming you live here in the UK it is legal to date and even marry a cousin it is only illegal if its brother, sister (although not a step-brother, sister) he is your second cousin and the relation between him and your mother is nephew and auntie.

Second Cousin. Someone said you cannot date - why not?  It is frowned upon with First Cousins but with 2nd Cousins the blood tie is getting weaker and there is no real reason why you should not date etc, though some families seem to think a cousin is a cousin is a cousin!

Your mother is your great-aunt's niece. She is 1st cousin to his parent and 2nd cousin to him.
