How Are Electricty Bills Calculated?

Question

I know nothing about how they charge electricity bills.

Is it a fixed X amount of dollars + $X/ Yelectrcity used.

or

$X for Y amount of electricity + $X for overage

or

$X/ Y electricity used?

It's very complicated.  I'm looking at my electric bill and there are 11 separate calculations (for generation services and for delivery services).  All are based on the number of kilowatt hours used.
