There is an "AIM.com" tab, hover your mouse over the drop arrow next to it and when a drop down list pops up, click on "Get a Screen Name".  Also, if you don't have AIM downloaded yet, you can also do so from that same web address above...

go to http://dashboard.aim.com/aim and on the top right there's a thing that says "join the fun get a screen name"
