How Can I Get Legendary Island in my pokemon red rescue team(Mystery Dungeon)?

I really need the 3 legendary birds but i can't seem to find legendary island. PLease tell me how to get it.... I have already beaten the birds once, and i have beaten articuno twice with only my Typhlosion, but for some reason i didn't reqruit it.How do I get their friend area?!?!?!?!?

Use vine creeper to toss bangle dinger to wall on lola lola level.

Legendary can only be obtained by recruiting articuno, moltres and zapdos...I tried recruiting one legendary bird 5 times before recruiting it

or you couldnt recruit the birds because you didnt beat the game beat rayquaza first before recruiting them.. I'll say the pokemons that can be recruited whitout its friend areas or the pokemons that if you got them you will get the friend area free... absol- darkness ridge, lugia- deep sea current, deoxys - enclosed island, celebi - healing forest, kyogre, seafloor???, groudon-volcanic pit, rayquaza- stratos look out
